I think the argument was that police suspected that the Kratom was intended for consumption (and not for soap production, lol) and that the receiver might have some other, illegal psychoactive substances at home. Weird, I know. But now that I think of it, it might have happened in Britain and there Kratom isn't actually legal (even though AFAIK buying is not criminalized).
