Any country where it is banned, it means at least sales and importing(!) is illegal. As in you are always breaking the importing law regardless of what banned country you go in to. Just shove it in a matcha bag on your carryon and if needed some extra to check-in bag and call it a day. Then you have some regardless of if any bags get lost at the airports. At the airports they are not actively looking for Kratom and never will be.
